How do we define the word 'SET'.  
A 'SET' has enough bushings to do the left and right sides of vehicle.
Control arm bushing sets will also include lower & upper positions, if required.

70-A and 85-A Durometer, refers to the hardness of the bushing.  
70-A is softer than 85-A.  
70-A will transmit less vibration to the body.   Good for street driving.
85-A will control wheel hop better, but will usually make a buzzing sound in the dash panel.
